Results of 2019 Smyth County Republican Party Canvass

A canvass (party-run primary election) to determine the Republican nominee for Board of Supervisors in the Rye Valley District was held at the Marion Branch of the Smyth County Public Library on Saturday, June 1, 2019 from 10:00am-2:00pm. A total of 113 registered voters of the Rye Valley District voted in the canvass.

Lori Hester Deel received the most votes and will be the Republican nominee for the Rye Valley District in the General Election on November 5, 2019 for the Smyth County Board of Supervisors.

The results were as follows:
Lori Hester Deel – 73 votes
Richard K. (Rick) Blevins – 39 votes

One ballot was not counted due to the ballot being an over-vote.

The Smyth County Republican Committee wishes to thank the candidates, all those who voted in the canvass, and the canvass volunteers who helped make the event a success.

Notice of Nominees & Canvass Candidates

The following persons have been officially nominated as the Republican candidates for the Smyth County General Election on November 5, 2019 as they were the only candidates who filed by the May 17, 2019 filing deadline and were found qualified for the office and nomination indicated.

Sheriff: Kevin J. Testerman
Board of Supervisors, North Fork District: Charles P. (Phil) Stevenson (incumbent)
Board of Supervisors, Park District: Kristopher S. Ratliff

The following persons filed by the May 17, 2019 filing deadline and were found qualified for the office and nomination indicated.  Due to more than one candidate filing, a party canvass (“party-run primary”) will be held on Saturday, June 1, 2019 between the hours of 10:00am and 2:00pm to decide the Republican nominee at the Smyth County Public Library-Marion Branch (DC Miller Law Office Building Meeting Room, beside rear parking lot of library).  Any person in line at 2:00pm will be permitted to offer to vote.

A party canvass is like a primary election, except it is run by the Republican Party at an established central polling place.  During the hours the canvass is being held, those who appear with proper photo ID, sign the pledge to support Republican candidates, and are found to be properly registered voters are given a paper ballot to vote and deposit into a ballot box.  The voter will then leave after casting their ballot.  At the end of the canvass, the ballot box is opened and the results are tallied on site.  The person with the most votes for a particular office is the party’s nominee. 

Only registered voters of the Rye Valley election district may vote at the canvass to decide this contested nomination. 

Pursuant to the authority granted by the Plan of Organization of the Republican Party of Virginia and applicable law, the Smyth County Republican Committee reserves the right to make further nominations for the offices where no candidate has been nominated. These offices are: Commonwealth’s Attorney, Commissioner of the Revenue, Treasurer, and Board of Supervisors (Atkins District). Nominations for these offices can be made up until 7:00pm on June 11th if a qualified candidate expresses interest and is approved by a two-thirds (2/3) vote of the Smyth County Republican Committee.

Any further nominations made will be announced at a later date.

As Chairman of the Smyth County Republican Committee, and pursuant to the Plan of Organization and as recommended and directed by the Committee, I, Adam L. Tolbert, do hereby issue this call for a Party Canvass (“party-run primary”) to be held at the Smyth County Public Library-Marion Branch (DC Miller Law Office Building Meeting Room, beside rear parking lot of library), 118 S. Sheffey St., Marion, Virginia (or its alternate site), beginning at 10:00AM local time and ending at 2:00PM local time on Saturday, June 1, 2019 for the following purposes:

  • Nominating a Republican candidate for each of the following Smyth County Constitutional Offices to be voted upon in the November 5, 2019 General Election: Commonwealth’s Attorney, Sheriff, Treasurer, and Commissioner of the Revenue.
  • Nominating Republican candidates for the Smyth County Board of Supervisors to be voted upon in the November 5, 2019 General Election in the Atkins, North Fork, Park and Rye Valley election districts.

of the Republican Party of Virginia

As Chairman of the Smyth County Republican Committee, and pursuant to the Plan of Organization and as recommended and directed by the Committee, I, Adam L. Tolbert, do hereby issue this call for a Mass Meeting to be held at the Wayne C. Henderson School of Appalachian Arts, 203 N. Church Street, Marion, VA, 24354, starting at 7:00 p.m. on Monday, March 26, 2018, for the following purposes:

1) Electing a Chairman, Vice Chairman, Treasurer, Secretary, and members of the Smyth County Republican Committee;

2) Electing up to 315 Delegates and an equal number of Alternates to the Ninth Congressional District Republican Convention, to be held on Saturday, April 21, 2018 at George Wythe High School, #1 Maroon Way, Wytheville, VA 24382, or its alternate site, beginning at 10:00 a.m. (with registration opening at 8:30 a.m.) for the purposes of:

a) electing a District Chairman of the Ninth Congressional District Republican Committee; and
b) for the transaction of other business as may properly come before the Convention.
Each unit is entitled to one (1) Delegate Vote per 250 Republican votes cast for Governor and President at their last election, so that Smyth County is entitled to 63 Delegate Votes;

3) And for the transaction of such other business as may properly come before the meeting.

Results of Smyth County Republican Party Canvass

The Canvass (party-run primary election) to determine the Republican nominee for Board of Supervisors in the Royal Oak District was held at Chilhowie High School on Saturday, June 10 from 10:00am-4:00pm.  Fifty-one (51) registered voters of the Royal Oak District voted in the canvass.
Judy Overbay Wyant received the most votes and will be the Republican nominee for the Royal Oak District in the General Election on November 7, 2017 for the Smyth County Board of Supervisors.
The results were as follows:
Judy Overbay Wyant – 38 votes
Bradley Allen Powers – 13 votes
The Smyth County Republican Committee wishes to thank the candidates, all those who voted in the canvass, and the canvass volunteers who helped make the event a success.

NOTICE OF CANVASS CANDIDATE FILINGS

The Smyth County Republican Canvass, scheduled for Saturday, June 10, 2017, will be held due to a contested nomination.

As of the filing deadline of 5:00pm on June 2, the following offices received proper filings:

Board of Supervisors, Royal Oak District: 2 Candidates Filed
Bradley Allen Powers
Judy Overbay Wyant

These filings have been examined and the candidates have been determined to be qualified to seek the nomination.

The Canvass will take place at Chilhowie High School on Saturday, June 10 from 10:00am – 4:00pm.  Any person in line at 4:00pm will be permitted to offer to vote.  Only registered voters of the Royal Oak election district may vote.

Tolbert, do hereby issue this call for a Party Canvass (“party-run primary”) to be held at Chilhowie High School, 1160 East Lee Highway, Chilhowie, VA, beginning at 10:00AM local time and ending at 4:00PM local time on Saturday, June 10, 2017 for the following purposes:

1)    Nominating Republican candidates for the Smyth County Board of Supervisors to be voted upon in the November 7, 2017 General Election in the Saltville, Chilhowie, and Royal Oak election districts.

2017 Nomination Process for Local Offices Adopted

At the March 27, 2017 Smyth County Republican Committee meeting, the attached party canvass call was adopted to nominate Republican candidates for local offices (Board of Supervisors in the Saltville, Chilhowie, and Royal Oak election districts) in Smyth County for the November 2017 General Election.

A party canvass is like a primary election, except it is run by the Republican Party at an established central polling place.  During the hours the canvass is being held, those who appear with proper photo ID, sign the pledge to support Republican candidates, and are found to be properly registered voters are given a paper ballot to vote and deposit into a ballot box.  The voter will then leave after casting their ballot.  At the end of the canvass, the ballot box is opened and the results are tallied on site.  The person with the most votes for a particular office is the party’s nominee.  Also, each candidate will be permitted to appoint observers to witness the canvass while it is in progress and during the vote counting.

The pre-filing deadline is June 2 by 5:00pm for any interested candidates seeking the Republican nomination.  The canvass will be held, if necessary, on Saturday, June 10 from 10am-4pm at Chilhowie High School.  On June 2 a notice will be issued listing all the candidate filings received and noting any offices that will be contested at the canvass.

Only the names of those persons who have pre-filed and are determined to be qualified will be printed on the ballots used at the party canvass. No write-in votes will be counted. If only one candidate properly files and is found to be qualified for an individual office to be nominated by the party canvass, then such candidate shall be declared the Republican nominee and that particular office will not be on the ballot at the party canvass. If only one candidate properly files and is found to be qualified for each office to be nominated by the party canvass, then such candidates shall be declared the Republican nominees and no party canvass will be held.
